The short answer

The caveat: flat-spotting that does not disappear as the tire warms, or that appeared after a skid, can be a permanent flat spot or a separated belt, which brings us to the next symptom.
A shake that changed after new tires, a rotation, or a swap
A vibration that appears or moves right after tire work points hard at balance, a tire mounted slightly off, or — worth checking immediately — wheels not torqued properly. Loose wheel nuts announce themselves as a wobble or clicking that worsens; if you suspect it, stop and check before anything else. Re-torquing after about 100 km is standard practice for a reason. A tire with a separated belt also lives here: a wobble or waddle at low speed that no balancing fixes.
Shudder through the wheel or pedal when braking
A steering wheel that shakes only under braking — often worse from highway speed — is the brake rotors talking: thickness variation or uneven deposits on the faces, frequently downstream of a dragging caliper, common on salted Edmonton vehicles.
